What's New
Law Enforcement Agency Work Continues to Grow
October 2009
Our work for law enforcement agencies continues to grow with an award to support the U.S. Secret Service (USSS) in developing and implementing an Environmental Management System (EMS) in accordance with the Office of the Federal Environmental Executive templates and guidance and in conformance with the ISO 14001 and ANSI Z10 standards. AS bested its competition for this award by providing superior personnel qualifications and past experience. The USSS now joins the ranks of our many other federal, state, and local law enforcement clients such as the Drug Enforcement Administration, Federal Law Enforcement Training Center, and Delaware State Police.

Groundwater Appropriation Project Begins at Fort Detrick

The U.S. Army Garrison, Fort Detrick, has been a client of AS since 2001. Over this eight year period, AS has been awarded three dozen task orders by the Garrison or one of its mission partners with a total value of over $3.6 million. These task orders have included an extremely wide range of environmental, safety, and health-related services, performed both on and off-site. Our latest award is a good example of the breadth of our services to Fort Detrick.
The Garrison currently obtains water from the Monocacy River for potable, industrial, and research use. Significant growth at the Garrison and within the local community will increase the surface water demand from the Monocacy and has led the Garrison to consider groundwater utilization beyond its current minimal use. Fort Detrick anticipates that a daily average of 150,000 gallons of groundwater per day can be extracted for a supplemental water supply.
AS has been tasked with obtaining a Permit to Appropriate and Use Water of the State for groundwater withdrawal and use. Our approach to this project is three-phased:
- Analysis of the hydrogeology of the area through completion of fracture trace analysis, geophysical surveys, and a review of pertinent published literature;
- Installation of test and monitoring wells, and conduct of aquifer testing; and
- Completion of a detailed aquifer testing report and submittal of all documentation required to obtain the permit.
In addition to these tasks, AS is researching the existence of archeological artifacts, historical sites, and threatened and endangered species located within the property to be permitted.

AS Awarded New USDA APHIS Contract

As another indication of our ability to keep our clients satisfied, the U.S. Department of Agriculture Animal and Plant Health Inspection Service (USDA APHIS) has awarded AS a new five-year Blanket Purchase Agreement (BPA) for nationwide waste management services. The USDA APHIS performs a myriad of agricultural and animal protection and research activities in facilities nationwide. The performance of these activities results in the generation of diverse chemical wastes of varying quantities and toxicities. These wastes include difficult pyrophorics, explosives, reactives, dioxins, and compressed gases.
AS has been performing on a similar BPA with APHIS since September of 2002. Our role on these BPA’s is to provide comprehensive hazardous, non-hazardous, and special material waste management, recycling, and disposal services at APHIS sites in over 35 states. Although the primary focus of these tasks is hazardous material and waste characterization, transportation, response, and disposal, the scope also includes other environmental services such as maintaining a nationwide database of APHIS wastes; securing U.S. EPA identification numbers; developing and implementing hazardous material and waste minimization recommendations; and reporting in accordance with state and Resource Conservation and Recovery Act (RCRA) requirements.
AS Employees Honored by the DEA

At an awards ceremony at the Drug Enforcement Administration Headquarters in Arlington, Virginia, four AS employees (Ann Smith-Reiser, Laura Winter, Marvin Howell, and Jo Luke) were awarded Certifications of Appreciation for their efforts in assisting DEA in securing Federal Electronics Challenge awards in 2008 for eleven DEA facilities.
The FEC, managed by the U.S. EPA and the Office of the Federal Environmental Executive, is a voluntary partnership program that encourages federal facilities and agencies to purchase green electronic products; minimize the impacts of electronic products during use; and manage obsolete electronics in an environmentally safe manner. The eleven DEA/AS awards were especially significant given that only thirty awards total were made to all government agencies in 2008.

AS Selected for EMS Work at APG
November 2008
As part of a contract to provide a broad range of environmental compliance services at the Army’s Aberdeen Proving Ground, AS has been tasked to revitalize APG’s Environmental Management System consistent with the requirements of Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation Management. APG is the Army’s oldest active proving ground and occupies more than 72,500 acres in northeastern Maryland adjacent to a sensitive ecosystem, the Chesapeake Bay. This work was awarded to AS in large part to our successful experience with similar work at other Army installations and federal agencies.

New Office Location in Culpeper, VA

Following an extensive renovation of a property in Culpeper, Virginia, AS is pleased to announce the relocation of its Virginia office to 402 N. West Street in Culpeper’s historic downtown. This renovation resulted in the property being selected as the “Most Improved” small business location by the County of Culpeper Chamber of Commerce for 2008.

AS Sponsors Range Development and Operations Conferences
April 2008
In conjunction with the National Rifle Association, AS has become a sponsor of an ongoing series of conferences designed to educate range owners and operators, of both existing and proposed range facilities, in the fundamental aspects of developing and maintaining a shooting facility. These aspects include challenges associated with engineering, environmental, and safety-related issues. This information is vital for government agencies, as well as commercial, public, private, school, club, and casual ranges, both indoor and outdoor.
Besides sponsoring these conferences, AS employees Jon Kruft and Terry Yingling also participated in the training exercises at recent conferences in Orlando and Philadelphia. They shared lessons learned from our range operation, maintenance, and management experience with the U.S. Departments of Defense, Justice, and Homeland Security as well as state police agencies in Oregon and Delaware. AS Assists Another Client in Winning Award
February 2008
The U.S. Fish and Wildlife Service has selected Aberdeen Proving Ground as a regional finalist for the USFWS Military Conservation Partner Award for 2007. APG is being recognized for “their leadership and commitment to the USFWS and the greater public to protect our national symbol, the bald eagle. The partnership between the USFWS and APG began in the early 1980’s; since then, the number of bald eagle nesting territories have risen from one to an incredible 40 nesting pairs. APG’s contribution, in part, fulfilled a key recovery goal under which the USFWS was able to successfully remove protections under the Endangered Species Act.”
APG has been an important client of AS’ since 2002 and one of our employees, Amy Burgess, currently assists in managing APG’s Bald Eagle and Endangered Species Program. She was also instrumental in submitting the application for this award. APG will be receiving a Certificate of Recognition for their impressive conservation efforts at the National Military Fish and Wildlife Conference to be held in Phoenix in March.

Verizon Top Client Again in 2007

For the second year in a row, Verizon Communications Inc. was AS’ largest client in terms of revenue topping $3 Million in 2007. We provide a variety of services to Verizon including environmental site assessments; closures and restoration of underground and aboveground storage tank sites; design, build, audits, and inspections of storage and dispensing systems; spill prevention, control, and countermeasure planning and implementation; and management and disposal of wastes generated from these activities. More Work with the U.S. Air Force
October 2007
Right on the heels of our recent award at Dover, the U.S. Air Force has once again pegged AS for additional hazardous waste management services, this time at Travis AFB. This contract calls for the management of hazardous waste at both a 90-day and one-year storage facility at this Air Mobility Command base in Northern California.
DEA Selects AS Once Again
August 2007
Since August of 2004, AS has been assisting the Drug Enforcement Administration with the development, implementation, and maintenance an Environmental Management System (EMS) at their appropriate operational levels. We have now been awarded a new five-year Blanket Purchase Agreement to continue this service through the end of fiscal year 2012. The program currently covers twenty sites within DEA including its Headquarters, Air Wing, Training Academy, and laboratories.
First Contract at Dover Air Force Base
June 2007
We have been awarded our first contract at Dover Air Force Base to provide hazardous material, hazardous waste, and scrap yard management services over a 52-month period of performance. This award is significant in that it expands AS’ already strong Army and Navy hazardous material and waste management expertise to the Air Force.

The Office of Federal Environmental Executive and the U.S. Environmental Protection Agency recognized the 2007 Federal Electronics Challenge Award recipients at the FEC Awards Ceremony on June 5, 2007. The Drug Enforcement Administration Aviation Division in Fort Worth, TX was among the organizations and individuals recognized for their leadership in the Federal Electronics Challenge during 2006. Specifically, our client was recognized for its sustainable practices when purchasing, managing and disposing of their electronics assets.

Federal Environmental Symposium

AS employees Laura Winter and Marvin Howell spoke at the 2007 Federal Environmental Symposium held at the National Institutes of Health in Bethesda, MD. The theme of this three-day symposium was the new Executive Order (EO) 13423, Strengthening Federal Environmental, Energy, and Transportation Management. Based on their successes working with the Drug Enforcement Administration, Laura and Marvin presented Best Practices for Integrating EO Requirements into Your Environmental Management System.
Fuel System Design-Build Project
May 2007
AS is proud to announce one of our largest awards ever: a fuel system design-build contract for a large data center under construction in Arizona. This project involves the installation of eight emergency generators and corresponding fuel system requiring four 25,000-gallon underground storage tanks and sixteen day tanks with all associated controls and monitoring equipment.
